Pastor Noe Garcia was born in Houston, Texas in 1983. He had a troubled childhood and at a young age his father left and never returned. This left him with a distorted view of a father that he had to navigate during his adolescence and young adulthood. He graduated with an M.Div. degree from Golden Gate Seminary and a Doctor of Ministry degree from Southern Baptist Theological Seminary and served pastorates in Houston, Nashville, and Arkansas before coming to Phoenix. In 2016 he became the Senior Pastor of North Phoenix Baptist Church. He loves challenging and encouraging people with God’s Word and is not only passionate about the city of Phoenix, but about people knowing Jesus, and following Jesus here and around the world.
Dr. See Send Tan was an international student in the United States. He joined ISI staff after graduate school in 1999 and worked with international students at Arizona State University in Tempe, Arizona.
A former tenured full professor of international relations and director of a defense policy institute in Singapore, Seng re-joined ISI in 2019, serving in his present capacity. He and wife Trina and their daughter Elisabeth live in Colorado Springs, CO, and they worship at New Life Church in that city.
